Yes, these lasers may improve hyperpigmentation, but a combination approach may be needed. I recommend getting a formal evaluation with a cosmetic dermatologist. Hyperpigmentation can be improved with a combination of lasers, Aerolase, microneedling/prp, skin lightening, peels, and skin care. From that one picture I would recommend staying away from lasers and IPL. The darker your skin, the more complications can occur, especially hyper- and hypo-pigmentation. To lighten the skin after sun damage, I would recommend a combination of skin care and peels.
First I would use an exfoliating cleanser every day, vitamin C and retinol and a skin lightening serum. 
Second, you can consider a medical chemical peel that is safe on darker skin such as the VI peel. Be very careful to go to a professional who knows how to treat darker skin types.

I'm assuming from your question that you're talking about darkening of the skin on your face.  There are different kinds of hyperpigmentation which can occur.  Some will do better with IPL or laser but if this is melasma, I far prefer to use a special chemical peel called the Skin Brightening Peel.  I recommend that you follow up with a board-certified dermatologist to see which modality would be best for your skin.  Best.
