I do not like the appearance of my bulging eyes. From the profile view, I am unable to see my nose bridge. Would orbital decompression be surgery be able to push my eyes back so that a very good amount of my nose bridge is visible? What sort of costs and complications can I expect from this surgery and would it be worth undergoing considering it is cosmetic? Also if I plan on having rhinoplasty, how much time must be had between surgeries? And what would be best to get rid of dark circles?

This is most likely due to increased laxity and tension in your lid resulting in lack of close contact between the globe and lower lid. Simple procedures such as canthopexy or lateral tarsal strip should be improved this and the shape of your eye.
