There is a layer of skin protruding from the inner corner of my right eye. Can anyone assist / determine and resolve? (Photo)

The protruding layer of skin in the inner corner of my right eye does not hurt, but my eye does tear a lot and there seems to be eczema on the upper and lower lids of my eye. What should I do to resolve this problem? I did go to an eye doctor and was told that it is conjunctivitis (cannot recall exact name) and that I should purchase Zaditor and eyelid wipes, which I did, and that it should resolve the issue. Would really appreciate any feedback. Thank you.
