From your picture alone the marginal reflex distance ( light on to pupil) appears symmetrical to both upper and lower lids. The presumption that the line is drawn horizontally must be evaluated in person
It is not possible to fully evaluate from this picture and in person examination would be necessary. It looks like you have uneven eyebrows, and often correction of brow asymmetry can make the eyes look more symmetric. If the eye position is asymmetric due to asymmetry in your bony orbit, that would not be correctible.
Botox is not likely to help in this case. A skin tightening with a fractional CO2 laser would be my recommendation.
