You are still attractive despite your hooded eyes, so please don’t feel badly about yourself. Your eyes would look more alert and you would probably feel more confident with an upper blepharoplasty to remove the excess fat and skin and reshape the lids. For significant improvement, hooded eyelids require surgery if there is enough skin. For nonsurgical treatments: Radiofrequency (Thermage or Venus Legacy/Viva), injectable fillers, and a Botox brow lift can help contour the eyebrows and lift the eyelid skin. An upper blepharoplasty would give you the contour you desire.  I would go to a facial plastic surgeon that would take a very conservative approach with you.  It's always good to meet with a few to make sure the surgeon understands what you're trying to achieve. Be well and good luck!
