Usually a plastic surgeon and anesthesiologist will request blood tests to be performed prior to your surgery. Every doctor has their own preoperative preparation and will also be based on the patient's medical history. A CBC is a routine test that is ordered which will provide a platelet count.

Liposuction will remove unwanted fat as an aesthetic improvement but will have no effect on the inflammatory process associated with your osteoarthritis.
First off, 2500 cc is 2.5 Liters, a good amount. Three weeks is way too early to worry, as you most certainly are still swollen. Allow at least 4-6 months to pass before worrying about final result. Best of luck!
