9 days after lip injections and small lumps and edges still sore and slightly numb? Normal?

Swelling and/or lumps can be typical. Icing, firm massage and cold compresses may give improvement. I would wait a full 2 weeks before judging the results, but this may be superficially placed filler. If it is after the two week wait, you can have the filler reversed with hyaluronidase.

After fillers it is common to get areas of swelling or bruising. Bruising tends to be hard and can take a little longer to break down. There is the possibility this is filler but it is unusual for filler to go hard early on, bruising is much more likely. The soreness of the area also suggests bruising.
Things to look out for. These symptoms should be getting better day after day, even if it is just a small amount of improvement. If it is getting worse you are best to get in contact with your Doctor to make sure there is no infection in the area or other problems.
