The easiest procedure would be a neck surgery with the hidden scar under the chin called a platysmaplasty which the skin and muscle is fixed for roughly $4500-5500. A more extensive face/neck lifting procedure would do more , especially for the jawline as well as the neck for roughly $8800 on special. The answer is yes.  You certainly could benefit from a face and neck lift and a platysmaplasty (muscle tightening) to address your neck skin laxity, jowl formation, adhesions, and neck bands.  Puckering like that after liposuction usually occurs from adhesions/scar formation.  All of your concerns could certainly be addressed with surgery.  Best of luck.

You definitely will need a neck lift which would include making an incision in the neck, tightening the muscles in the midline and maybe on the outside part of the neck as well (corset).  This is a standard operation and will help immensely.

Yes a full open neck lifting operation could improve the appearance of your neck. Seek IN PERSON opinions. 

When there is excess skin in the neck such as the above photographs, a lower face/neck lift will need to be performed to tighten the skin. The anterior platysma muscle bands will also need to be sutured together to tighten the muscles in the from of the neck. Neck muscles are also tightened posteriorly at the  angle of the mandible. The jowls were tightened along with facial and neck  skin laxity. The small amount of fat but still present in the sub-mentum is also removed and adhesions are released. Yes, your neck area can be improved. At this point, a face and necklift would typically be required to tighten and reposition the sagging tissue there. This will usually remedy aging in your neck and also smooth out the banding and sagging in that area. Liposuction, alone, at this point is unlikely to create any further improvement. However, we'll often perform a very small amount of liposuction at the time of a facelift/ necklift procedure to create some additional skin tightening along the jaw and neckline.
