Thank you for your question. I think the best procedure for you would be a tummy tuck. This will allow your Surgeon to tighten the abdominal wall muscles and reduce down the flank area. Along with a low carb diet and exercise which will help reduce the intra abdominal fat. Liposuction is a good option but won't give you the flattest belly because of the diastasis you have of the abdominal wall muscles.
