I want the foxy eye look, is an eyelid a good choice for me? (Photo)

I'm confused. I want to remove: extra skin around the eyes both lower and upper to get rid of sleepy look, get rid of eye bag darkness, and lift my eye brows to give me that foxy eyes look. (see sample pic) I'm a guy, btw.
