Best solution for asymmetrical under-eye area in early 20s? (Photo)

I've always had under eye bags and dark circles and always attributed it to school. But now that I'm graduated and get regular sleep, I've noticed they haven't gone away and I've also begun to notice how asymmetrical they are, especially when I smile. This makes me feel very self conscious and I don't mind having them, but I want them to look the same. What would be the best way to fix this problem? Is there anything I can do to prevent it from getting worse?
