If this is something you are concerned about, I would recommend scheduling an appointment to see your primary care doctor for your annual physical and they can run a hormone panel, check your thyroid etc. Also, it would be a good idea to be fitted for a bra. Specialty lingerie shops do this free of charge. There are any number of factors that can affect your breasts, causing them to grow or shrink, including weight loss/gain and hormone fluctuations. Also, keep in mind that the same person can wear a 36C, 34D and 32DD bra depending on the bra manufacturer and how that bra fits her specific body.
Breast tissue will change during hormonal changes. Depending on when you started puberty your body may still be changing. Also, make sure you are using a consistent measuring system, bras are different sizes at different stores so make sure to have a proper bra fitting once you feel like your hormones have stabilized.

Having said that, breast development can occur at different rates on different women. As you are maturing your percentage of body fat will change. As you become thinner, your breast will get smaller. Now this is the bad part, if you gain weight, your breast may not get larger. They may become larger but they may also not change, but the rest of you may get bigger.
