Hi It is hard to comment accurately without seeing images.It sounds like you have two options and that is usually to fill the skin using implants or fat transfer or to reduce and tailor the skin around the breast but this requires scars. You would need to see a board certified surgeon or provide us with good quality images from a number of different views.Best Wishes

Most likely, a breast augmentation would give you more fullness and can create the firmer breast you are seeking.
Thank you for your question. Without photographs or a face-to-face exam it's difficult to give accurate advice. Certainly one consideration will be the addition of volume to fill your loose skin by placing breast implants. This of course means that your breasts will be enlarged and may be something to consider in a couple of years once we are certain that your breasts are no longer developing. This usually occurs by the age of 22 to 24 years old. Reducing the loose skin and not placing implants is also a possibility and this is call an uplift procedure. This will tighten skin but will leave incision lines on your breasts that though potentially acceptable will not be invisible.
