Considering genioplasty, I decided to see some surgeons in my area first and got contradictory advice, leaving me more confused. One suggested combining sliding genioplasty with vertical augmentation using autogenous bone grafts because 9mm advancement might overly shorten my chin (which is already short vertically) and deepen the mentolabial furrow too much. The other recommended a two-tier genioplasty, stating my chin isn't short at all. I don't know what might be best for me.

Your chin already has fairly strong forward projection. You can see this on your profile picture. If you advance the chin further, you will encroach on developing a witches chin and will have a labiomental fold that is excessively deep and a labio mental angle that is acute.

Genioplasty surgery is going to have some affect on surrounding soft tissues. This is simply an inherent part of having this procedure.
