Hello and thank you for your question.  With a proper examination, an experienced injector may be able to treat you with a series of steroid injections at small doses to break down some of the scar tissue that may have formed in the deeper lip tissues. Thank you for sharing your question and photographs.  Nothing replaces an in-person examination but there does appear to be a significant step off along the right side of your upper lip that is causing some volume asymmetry.  I would recommend a surgical revision of your scar to better align your natural lip borders to restore a closer appearance to your pre-injury lips.  Be sure to see an ASPS board certified plastic surgeon in consultation to discuss.

Thank you for the photo and the question.
We do quite good number of corrections in our office. some have had fillers before and need to have corrections. or some need to correct deformity as a result fo injury or even congenital.
I have had young lady with one side of face less developed that the other side and with fillers managed to give her symmetric face. or nose injury she had filler (non-surgical rhinoplasty) or lips.
In your situation,  I would find fillers could potentially improve your lips if you prefer non-surgical methods. It is more of technique based giving you good results then it is important who is doing it.
I would recommend to have an office consultation with an experienced physician.
