I had too large of implants (400cc) and finally had them removed and had a lift. I did not add new implants, but did have mesh added for support. Can I still add small implants at a later date? If so, will it be complicated?

Depending on the type of mesh used, it is typically reabsorbed by around 18 months but will increase the amount of scar tissue present.
