For breast reduction surgeries , woman who are in first part of their menses (1-14th day, before ovulation) has less obvious scars and possiibility of wound dehiscence than woman who had that operation on second half of their menses (14-28 th day, after ovulation ) But is it true to say same thing for tummy tuck , we dont know yet

It is no problem at all to have surgery while having your period. I have patients use a pad rather than a tampon because with the anesthetic and pain meds you might forget to change the tampon and can get a very bad infection. If you need a catheter during surgery do not worry. The OR staff is never bothered by a little blood.Best of luck with your surgery!
If there is a long-standing pseudo bursa, sclerosing may be an option, otherwise, if it is causing a problem, excision can be done.
