Which would work best for me, CoolSculpting or a laser treatment to get rid of my hanging abdomen?

The best option for you would be a surgical procedure, such as abdominoplasty or a tummy tuck. I recommend consulting with a board certified plastic surgeon and discussing your goals and options.

Coolsculpting will remove fat from the area, but will not tighten skin. Surgical options are really your only choice for what you are trying to accomplish.
