Consultation is necessary to determine the cause of the asymmetry. It could be due to underlying eyelid ptosis. Treatment could involve ptosis surgery and/or blepharoplasty.
Eyelid asymmetry of your type is most commonly caused by uneven muscle strength. An incision surgery and an adjustment of the muscle tension will be needed. Generally, both eyes will need to be operated on to maximize the chances of symmetry. Surgery on one eye almost never gives as much symmetry as doing both eyes.

The eyelids are almost always slightly asymmetrical, and everyone has some degree of asymmetry. A very conservative upper blepharoplasty on one side should be able to match 1 eyelid to the other.
