It is normal to feel flat chested after this procedure as I feel they should still look on the large side and an implant size of 475cc and I feel that they are just flat cone shape breast now

I advise you to wait at least 6 months for the implants to settle and for you to be used to them.   Yes, you can have this done under local anesthesia but it will be uncomfortable.  Good luck to you
