I don't have any puffiness I actually have hollowness and I am just interested in reducing the surface area my lower eyelids will a blepharolasty help? If not, what wil( if anything) that's permanent?

If you can provide photos from front of your face, from the side of your face and 1 meter away I would be able to make a proper evaluation. However, from your concerns I can say that If there is not extra saggy skin, lower eyelid blepharoplasty will not help you. For the hollowness I recommend you fat injection to under your eye area.
