I have one eye higher than the other, is there anyway to correct this? (photo)

Do eyes need surgery? Every surgery involves  risk and when the benefit of correcting a minor asymmetry is quite small in the risk is high you should avoid surgery. There are complications from every surgery and your eyes look beautiful as they are.  My advice is to not have any surgery. 

Eye asymmetry can be due to many causes. You are tilting your head in the photo so that will eyes look unbalanced too. See an oculoplastic specialist for evaluation. See following video.

It appears that you have mild relative ptosis on the lower side with elevation of that brow. Correction of the ptosis would resolve the asymmetry. A consultation with an Oculoplastics & Orbital specialist will give you added reassurance that there is no other problem such as sinus or orbital issues. Best wishes.
