It looks like you would be an excellent candidate for a 3D lip lift (which is an ameliorated version of the OOS lip lift I invented, resulting in even less scarring and the best results possible).

First of all, I would like to state that you are conscious of your facial features and that you are absolutely right in your determination. Lip fillers will not create the upturned effect you want. Moreover, its effect will not be permanent. You are a good candidate for the liplift procedure. Your filtrum (the distance between your nose and your lip) can be optimized. Thus, you can permanently have natural, upturned and feminen lips with liplift. Regards.
