Hello and thank you for your question. Liposuction is the gold standard for fat removal. So if this area has fullness due to fat then liposuction can definitely decrease the amount of fat that is present therefore the fullness should decrease as well. however, if you also have loose skin, like if your pubic area also hangs down a little then you would also need to have a pubic lift which would require removing excess skin. This is a very common area to have a fat deposit. Laser or Ultrasound assisted liposuction is very effective. In extreme cases a skin excision may be necessary.
This is difficult to answer without pictures. Yes, liposuction can be used to improve this area, if you're a candidate. For best results, I recommend a hi definition procedure like VASER liposuction. I use VASER HI DEF with ThermRF and fat grafting to get the most fat removal, skin tightening, contour and definition. This combination will give you the most toned result.
