36 yr old and have had two breast surgeries so far. The first was September 2020 and I had breast augmentation with a lift choosing 505cc silicone implants. Not long after surgery the left breast bottomed out, resulting in an additional surgery for left mastopexy revision and implant exchange to 695cc silicone implants on both sides as I was not satisfied with size. Within 6 months, left implant bottomed out again. Should mesh have been recommended for use during the second surgery?

I agree with going smaller. Many times a lift can be avoided with a decrease of 100 cc's by doing internal tightening of the pocket. You will have to discuss fees with your surgeon. You are choosing a second surgery which requires supplies, OR times and anesthesia, plus your surgeon's time.
I do recommend going smaller or removing the implants, plus a lift. If you have enough breast tissue, then go with removal and lift. Your surgeon can help you decide this.
The basic problem is that your implants are too large for your frame and tissue. Over time, this will give you problems. Until you go down to the correct size, you may not be completely happy.
