Can loose skin surgeries be safely performed at an underweight BMI, if the person plans on gaining weight after?

I'm still losing weight but unfortunately I'm already starting to get lax skin on my arms. Because of this I'm already planning for an arm lift, and part of the plan would be to go a bit further than my original goal and be at a very low BMI for the surgery. That way I could be sure to get rid of as much of the lax skin as possible and have well defined arms. My idea would be to get to a surgery goal weight at about 17 BMI then eat and exercise to get to my actual goal weight at around 19 BMI.
