Can a forehead reduction go below the frontalis muscle?

I know hair transplants can only go as low as wherever the highest forehead crease is. I know you don't want to go too low, but if your forehead crease is high can you get a forehead reduction to go slightly further? Does this process eliminate forehead wrinkles also?
