In general fillers replace or augment volume and resurfacing procedures smooth texture and fine lines. Filler will help to some extent the appearance of the external skin, but in all likelihood, you may require both a filler and a resurfacing procedure or lower lid surgery to tighten the skin. You appear to have two issues with your lower eyelids. The filler that you are having injected, when done well, will significantly improve the hollowness of your lower eyelids. The bunching of the skin, and the crepey appearance of your lower eyelid skin may not respond to under eye filler. The crepey appearance of the skin is due to laxity of the skin itself, not loss or herniation of fat in the lower eyelids which causes the hollowness and bulging. I would ask about specific treatments such as, laser resurfacing, or even a medium depth chemical peel to the lower eyelid skin which will specifically and effectively address the lower eyelid skin quality.
Restylane® treatment under the eyes fills the hollows right over the bone under the eye itself. For the crepe skin more superficially, a resurfacing laser such as Fraxel® may be a better option.
It is difficult to tell from photographs but the bunching that you seem to be describing can be related to contraction of the muscle. That is often treated with botulotoxin, in addition there may be some hollowing under the eye which can be treated with some Restylane. It is important that you have a conversation with your doctor regarding how much improvement you can expect from improving the volume with Restylane versus other treatments to the skin such as lasers or skin tightening procedures such as Thermismooth or Ulthera. Because there are several factors that are creating these fine lines around the eyes it is important to not assume that Restylane will necessarily will give you complete correction of the problem and often we use a staged approach to get the best result. You have two issues that require two different approaches. the depressions can be filled with Restylane or Beletero. the crepey skin will respond to radio frequency or laser treatment. After looking at your photos, it appears you have two issues that could be addressed. For the fine lines and textural issue, I think CO2 (or fractionated CO2) laser skin resurfacing would be a good option. It also appears that you have some moderate loss of volume in your tear troughs. Hyaluronic acid dermal filler injections (Restylane is my preferred filler for this area) will correct this. Fillers alone won't correct the crepiness of skin, however. If you choose to do both the laser and the fillers, I would recommend doing laser first, waiting at least one month and then doing fillers. Doing laser after fillers could theoretically cause the fillers to degrade more quickly. Hope this helps.

Lower eyelid skin crepiness will only be successfully treated with skin excision or laser treatments. Fillers will soften hollows like tear trough depressions.
The main two options for your situation are fillers and laser/energy procedures. Fillers are pretty successful at improving this issue, however any provider who's been around long enough will tell you that some patients feel like it makes them too puffy or enhances wrinkles. Asymmetry is also a common side effect from fillers, and this requires touchups. Lasers and energy procedures can also help tighten the skin. My favorite is fractionated CO2 laser. You'll need to work with a provider who has access to multiple options, so that you have the best chance at improving this issue. Best of luck!
