Is lateral canthopexy able to change eye shape permanently?

I am a 22 year old man considering to have a lateral canthopexy in order to shape the shape of my eyes as the outer corners are Slightly downturned and I would like to have upturned eye shaped eyes. Is this the right procedure and if yes is the rest permanent?

Thank you for your question and photos. The best option for you would be filler to the lower eyelids. There is nothing else that I know if that will address your issue.
