Can epicanthoplasty or blepharoplasty widen eyes horizontally?

I would like to widen my eyes horizontally. My eyes are a bit close and small in width. It makes my face look very unappealing. Is there a procedure that can cut a slit on the outer corners of the eyes and pull my eyelid a bit downward for almond shape and laterally to widen width? I've provided photos of my eyes and my wish pic. Red indicating incision and arrows indicating how id like my eyes pulled to achieve my wish look which is what most Indian/Arab women have. Wide almond exotic eyes.

I would not recommend such a procedure as risks are far greater than the possible benefits for such a surgery.  Lower eyelid anatomy is very complex and changing the position of the eyelid in a manner that you are seeking can lead to multiple problems which are not easy to fix.  Also you have to consider the long term effects of how your eyelid will look and function in 20-30 years from now as eyelids relax more and tear production goes down.

Some well meaning surgeons attempt to do what you are asking for with awful result. It is possible that lateral cathoplasty might be helpful for you. However, that procedure will exacerbate your upper eyelid ptosis so that it would also need to be addressed at the same time. There is no substitute for a detailed personal assessment. Your eyes can be your best feature.
