The believe I had this since I was born. Is there any way I can reduce it or make it look normal? I’ve been bullied for my forehead since it’s so prominent and was told it looks like horns. Please recommend any other surgeries too! Thanks so much

Without seeing a picture of you, this is impossible to fully answer. With that said, you can either maintain or eliminate a widow's peak with a hairline lowering. I can't comment about the 3.1cm without knowing anything about your elasticity.
To answer your question, yes we can reshape the hairline with a hairline lowering procedure and I often even out the sides when one is higher than the other. The 2 photos you posted look like 2 different people so I'm not sure what's going on there.
I'm sorry but I don't see what you are talking about. Perhaps post some better pictures and ask your question again. I do see maybe a contour issue in the glabella that extends superiorly from there but again the pics are hard to judge. Perhaps you should look into getting some filler?
