Your hair would not be cut during the procedure, so your fringe would remain undisturbed. You may choose to keep it while your incision heals and then cut it once it is healed to your satisfaction
I assume when you use the term 'fringe' you are referring to bangs. Since no hair is shaved or the shape of the hairline disrupted in the incision used for forehead reduction surgery (which I assume you mean a frontal hairline advancement) you would be have to keep the same hairstyle right after the surgery.
