This is good because you do not need an arm lift surgery to involve an incision. Liposuction can address the excess fat, and since your skin tone is good and free of stretch marks, the skin will tighten up soon after.
An arm lift or a brachioplasty is always a good option to remove excess skin and fat from the upper arms, but you have to be willing to accept the resulting scars. A traditional arm lift scar runs down the entire length of the arm and is typically on the underside or inner part of the arm. There are midified versions of arm lifts where a wedge of tissue is removed from the arm pit area but this technique does not remove as much tissue as the traditional surgery. The other option to consider is liposuction +/- J plasm or renuvion. This option allows for removal of excess fat with the liposuciton and then the J plasma is used to help tighten up the skin. Based on your photos, I think you would be a good candidate for the last option seeing as you do not seem to have a large amount of excess skin and fat in the area.
