Thank you for your question.  Looking at your photos, it appears that the area you circled may be the muscles that create the frown lines. Anatomically these extend into the area you have highlighted. If when you frown the full area moves than this is the case.
If it is the muscle, they can be trimmed through an endoscopic brow lift incision. Or you can try Botox to weaken the muslces so that they over time will get smaller.
Ideally a full examination by an oculoplastic surgeon would be your best option.

Have you been examined by  physician who said this fullness above your brows is fat because it is most likely he contour of the underlying bone which can be filed down in most patients.

 though there might be some muscular hypertrophy which might respond to botox, these are your  frontal sinuses   which are more prominent in men than in women. They can be reduced somewhat.
