You need expert reconstruction. You will need to travel for this care. No one where you live has the expertise to repair this type of issue. Simply trying to tighten the lower eyelid to fix this will only make the problem worse. You have actually experienced this. Do not get more bad repairs. It is simply using up the resources you need to have a definitive repair. My approach is to lift the cheek from a small incision at the corner of the eyelid. As we age, our eyelids naturally sag and droop. A combination approach would be best to see visible improvement. It appears you had a transcutaneous lower lid blepharoplasty. Lid retraction often occurs after this procedure if too much skin is excised which pulls the lower lid down. Surgical repair is possible and often entails a spacer graft on the backside of the lid and tightening the corner of the eyelid. Best to see a eyelid specialist.
