Would forehead reduction/hairline lowering alone be enough to make my face look noticeably shorter? (Photo)

I have an oblong/long face and feel that much of the length comes from my forehead. Would forehead reduction/hairline lowering alone be enough to make my face look noticeably shorter and more proportionate, or would other procedures be needed?
