One side of my lip(left) is more fat/ has more flesh than the other(right). This asymmetry is only prominent on the upper lip. It makes the right side of my upper lip look bumpy and deflated. Another concern I have with my lip is that the corner of the left side of my mouth sits lower than the right corner. As I don't have the funds to go for repeated treatments, is it possible to have this fixed surgically? Note: I had jaw surgery a year ago to correct an asymmetrical jaw.

Lip shape is more or less genetically predetermined. Fillers can help emphasize some areas slightly, but aren’t inherently going to change the baseline anatomy of someone’s lips.
Open surgery to change lip shape is probably not appropriate.
