Certainly, it is feasible to have both a hair transplant and an eyebrow transplant on the same day. Hair would simply be extracted from head donor regions for your traction alopecia hair transplant. For the eyebrows, it is best to select a donor area where the thickness of the hair is similar to real brow hair. Appropriate body surfaces include the nape area and even the legs. However, the hair in these donor regions grow at very sharp angles relative to the skin's surface. Once a follicle is extracted, it does not grow back. It is important to conserve follicles in the best way possible. Hair transplantation can be undertaken simultaneously at the scalp and the eyebrow though hair line designing and implantation techniques vary.
Traction alopecia can cause permanent loss of hair follicle. Treatment involves preventing traction to hair as in tying hair into a ponytail. Permanent loss of hair follicle needs hair transplantation to restore the hairline..most often traction alopecia is a reversible condition.

For a more thorough answer, please watch my video (attached).  In short, yes, you can have both eyebrow and hairline transplant done for traction alopecia.  The problem is in the diagnosis.  Whenever I see someone with both hairline and eyebrow hair loss, it is frontal fibrosing alopecia (FFA) until proven otherwise.  This type of hair loss cannot be surgically corrected.  Please watch the video for details on what I look for to rule this condition out.
