I was told I had mild eyebrow ptosis and that my eyelids feel heavy and I raise my eyebrows to see due to the extra skin. I was told I could benefit from a upper bleph and potentially eyelid ptosis surgery but I could also get a brow lift but that due to my hairline this is harder and I know this is more invasive I'm not sure if I have eye lid ptosis or what to do to help it to feel like my eye lids aren't being pushed down?

It appears you still have excess skin of the upper eyelids. Your photographs are somewhat limited. You may benefit from a brow lift and you may also benefit from a lower blepharoplasty to transpose the fat to fill in the tear troughs.

Unfortunately it is impossible to give you meaningful answer based on these photos. In person consultation with an experienced board certified plastic surgeons would give you a chance for proper evaluation and discussion about available options. Good lack.
The best option is an open brow lift with the incision at the frontal hairline. This will allow excess skin to be removed, take care of the wrinkles and lift the eyebrows to a more normal position.
