38, what could make my uneven eyelids more symmetrical? (Photos)

I'm 38 years old and for years my eyelids have been uneven. My left eyelid has always been slighty bigger than the right eyelid. It has worsened with age and appears worse when I'm tired. My right eyelid has always appeared to have more lax skin above it. What procedure(s) could make my eyelids more symmetrical.
