Without examining you it's really tough to know exactly what you have, but if you are describing lumps that you can distinctly feel then changes are you do have some glandular tissue that needs to be excised. The surgeon you meet with should be able to tell you after they examine your chest.

Yes, it looks as though you have mild gynecomastia.Of course a good exam is really needed to confirm it. Surgical correction done by a good experienced gynecomastia surgeon is generally quick, with an easy recovery, and leaves you with a permanent smotth correction. Based on your photos, gynecomastia surgery may be a good option to create a more masculine-looking chest through only a few small incisions. Accurate diagnosis would necessitate physical examination. It IS important to differentiate  as uncomfortable as gynecomastia ( excess breast tissue) from lipomastia ( otherwise known as pseudo-gynecomastia or excess adipose tissue of chest wall). Treatment will differ depending on diagnosis. 
Generally speaking, liposuction surgery alone is useful to treat lipomastia (an enlarged chest secondary to adipose tissue); rarely does it suffices as the only modality of treatment when it comes to treating true gynecomastia. On the other hand, if there is no "excess" adipose tissue, liposuction surgery may not be necessary at all. Most patients with gynecomastia benefit from direct excision of glandular tissue plus/minus peripheral liposuction surgery.
My best suggestion: seek consultation with board-certified plastic surgeons who can demonstrate significant experience achieving the types of outcomes you will be pleased with.

In general, surgical excision of the glandular tissue is recommended to treat this condition. Seek a board certified plastic surgeon who performs many of these procedures, has great reviews and photos, and is an expert in this field.

It is normal for men to have some glandular element to the breast. If this is large or symptomatic it is called gyaecomastia. Where normal breast tissue becomes considered to be gynaecomastia is a moot point. If you simply have normal breast tissue but feel unhappy with the appearance and want your breasts reduced then the treatment is essentially the same as for gynaecomastia. You need to be examined by a suitably qualified and experienced plastic surgeon so they can advise you.Best wishes

The pictures do suggest the presence of some gynecomastia but it can difficult to tell in pictures alone.  A plastic surgeon can perform a history and physical and determine if this is adipose tissue or gynecomastia.  Surgery with gland excision and liposuction remains the best treatment for male breast reduction in patients with gynecomastia.

Good Morning and Thank you for your question , This is a very early onset of gynecomastia, probably like a grade one kind of a gynecomastia, It normally would not warrant any surgery unless you are uncomfortable with your chest and not able to wear t-shirts or feel confident about yourself, in that situation a simple gynecomastia correction surgery and gland removal is very sufficient.Best Regards , Dr Amit Gupta
