Unfortunately, there is currently no way to completely eliminate mature scars (older than three months), although there are ways to significantly improve their appearance. As a general rule, if the scar is depressed (indented, atrophic), as in this case, the first order of business should be to elevate it in order to make it as flush with the surrounding skin as possible. This alone will improve the appearance by reducing the tangential "craters of the moon" shadowing that makes depressed scars stand out. Subcision lifting, either alone or with the addition of a biostimulatory filler (to further promote new, native collagen and elastic fiber production) would address this problem. Once the base of the scar is more elevated, then localized microneedling, using a Dermastamp, may be used to help improve any residual surface color and texture irregularities. You would do well to seek consultation with a board certified aesthetic physician and be wary of places hawking fraxel lasers, since in my experience they are far more supported by device manufacturer marketing hype than hard science and they run the risk, especially in skin of color, of promoting over pigmentation or even permant loss of pigmentation.
