You have inverted nipples that do not project from the breast surface.  There are surgical procedures to help improve nipple projection in this setting.  

You can correct your inverted nipples under local freezing. Seek a board certified plastic surgeon. 

Hi... thank you for the photo and question... This is called diverted nipples and what you refer as saggy is a Breast Ptosis. Both of this conditions can be solved with surgery... See a Board Certified Plastic Surgeon. 

Based on the photo alone your breasts look well within normal limits but if the appearance bothers you then you may be a candidate for a lift and/or an augmentation. The only way to know for sure is to book a consultation with a board certified plastic surgeon near you to see what your options are. Best of luck! 

From the photo it is difficult to entirely discern your particular problem, but women's breasts come in all sizes, shapes, and degrees of sagging or drooping. All of these shapes are normal, but not necessarily desirable or most attractive. When you state "no nipples" you probably mean that your nipples are inverted, meaning that they are not projecting like you would expect. This is also very common and easily correctible. I would advise you to schedule a consultation with a board certified plastic surgeon who can address all of your concerns and discuss your options for correcting any of them. Best of luck to you and remember, your breasts are almost certainly within the spectrum of "normal" even though you might like to see their appearance enhanced. 

Thank you for your photograph and questions.  Rest assured, you are definitely normal!  Though it appears that you have sagging breasts, this is not uncommon in women with larger, heavier breasts.  This can be improved through a breast lift procedure.  It also appears that you may have nipple inversion accounting for your flat nipples.  See a board certified plastic surgeon in your area who can perform an in-person examination and make the best treatment recommendations

Based on your photo you have droop.  It happens to some women earlier than others. If you think you have a medical problem you should definitely see your regular doctor. As a plastic surgeon I correct this surgically all the time. 

Because this is not the best photo as it is at a downward angle, if you feel that your breasts are droopy, it would be best to go see a board certified plastic surgeon to discuss if a lift is the best option for you.  Inverted nipples are also able to be corrected, so that can also be discussed at the same time.  ac

Its hard to tell due to the angle of your photograph but its possible you have inverted nipples.  This can often be corrected with a small procedure under local anesthetic to release the nipples.  You have mild breast ptosis or sagging which can be addressed with a breast lift at same stage if you desire.
