This could be overfill, cold sore or another issue. I recommend seeing someone other than the person who injected your lips. I question the clinical judgement for providing this treatment for you.

Thank you for sharing your question and photographs. I would advocate seeing your injector for an in-person evaluation. Due to the limited views of your lips it is hard to determine exactly what the lumps are as they may represent filler, lip glands, virus activation, blisters, etc. Once a diagnosis is made then an appropriate treatment can be recommended. Yes. This looks like a cold sore. They are often "triggered" by stress such as injections. Call your injector and have them prescribe an anti-viral medication such as valcyclovir.
You should see a board certified Plastic Surgeon or M.D. who is familiar with complications that can arise after lip augmentation. It could be a cold sore or another type of viral infection. Your lips are quite swollen and look over filled. You should see someone sooner than later.
Your lips appear significantly overfilled in my opinion. Blisters after lip filler can represent many things as a number of the experts on this panel have indicated. You need an in-person consultation with a board-certified, medical doctor with experience in facial plastic surgery -- you need to avoid nurses, non-doctors, or doctors who are not trained in plastic surgery. You need to be evaluated in person by your injector. This could be a herpes outbreak which is easy to treat or something more serious. Either way, it isn't something that can be evaluated online.
