Your question is difficult to answer without an in-person examination or pictures. In general, you are correct that Hyaluronic Acid fillers do retain varying degrees of fluid depending on the filler. If the wrong filler is chosen, or if it is injected improperly then it can definitely make your under eyes look worse. That's why it's so important to choose your injector wisely. Hello BVCXZ.  Without photos it is very difficult to answer your question.  In some cases a bulging fat pad below the eyes can be camouflaged with dermal fillers and in other cases it's best for surgery.  Post photos for more information.  Best of luck.
