Health conditions exclude me from getting implants. Would I benefit from a breast lift alone?

I have small breasts. Lots of sagging due to breastfeeding. They are asymmetrical due to feeding more on one side and also one side (my right) has some fibrocystic sections which i would like to have removed. Is this kind of procedure ok/safe with fibrocystic breasts and also would results without implants be good enough with my sized breasts? Health conditions exclude me from being able to get implants. Thanks
