I have always been a bit self conscious of my profile view, largely because my bottom lip protrudes too far out from my face and gives me a "fish pout" appearance. I'm looking at the least invasive solutions so lip reduction is not something I'm interested in. I have seen others with the same issue been advised to get fillers in the top lip to achieve a more balance look. Would I be a good candidate for this?

Unfortunately, without reducing the size and protrusion of lower lip, you can not expect good result and symmetry. Scar is well hidden inside  the lower lip and there is no other signs of surgery. Augmentation of upper lip in this context would not make much of a sense. Good luck.

Adding a little filler to you upper lip, I believe would create better balance and help with the side profile. I would suggest adding a little volume to the cupids bow as well as the body of the upper lip.

Most people have a lower lip that’s larger than the upper lip. The ratio in regards to volume or size of the upper lip to the lower lip varies among individuals. In some individuals the lips are almost the same size but generally the lower lip is and should be larger than the upper lip.
The position of the webs are dependent on your dental occlusion.
Generally the lips rest on the teeth in the position of the lips in relationship to each other depend on your dental positioning for dental occlusion.
If you prefer to have a larger upper lip and fillers can definitely do that.
Without moving your teeth you can’t move the position of the lip.
You can certainly consult with oral surgeons about getting an assessment regarding bone structure of your mandible including talking to orthodontists.
Whether repositioning your occlusion is appropriate or not should probably not be based on what your lips look like but rather what your dental condition is like.
