Your IBS can be triggered by anxiety or a stressful event such as surgery.  Liposuction is not ruined or undone by a pregnancy. The removal of fat cells from the abdomen will allow for less voluminous increase with increase in weight.  Undergoing liposuction before you get pregnant does not pose any risks to your future baby or pregnancy.

(You should direct your questions about your IBS to your gastroenterologist.) Liposuction will not prevent you from getting pregnant. If you decide to pursue surgery it’s very important that you find a surgeon whom you are comfortable with and trust and who evaluates you in-person and tailors an individualized treatment plan for you and your aesthetic goals. Liposuction only removes excess fat. It will not affect your chance of pregnancy.  However, liposuction is surgery, surgery is a stress, and stress may flair up IBS. Your medical doctor can advise you if elective surgery is appropriate now.
