Would lip filler achieve a natural and more symmetrical look? (photos)

I have a very thin upper lip and have always wanted lip filler. I am conceded because of the way my top lip face downward. I seem to have a good amount of top lip it just faces down rather than forward. I fear getting filler would just have my top lip stick out more rather than give it the height I desire. My goal is a natural look with some more symmetry between my top/bottom lip. I would love to be able to wear liner and have some more shape on top. Would this work for me?
