Can I please get a recommendation from other doctors who they feel is the best oculoplastic surgeon in South Florida?

There are many of us in the south florida..  Right in the Boca area you will have at least 3-4 with excellent training and credentials.  You should have consultations with a few people to decide who you want to work with, and who has the same aesthetic ideas that you have.  

  Florida, like California, is blessed with an abundance of excellent oculoplastic surgeons.  There are many in SE Florida but two that I am personally familiar with and who have impeccable credentials are Myron Tanenbaum in Miami and Jan Kronish in Delray Beach.  Good luck!

Really, there is no one best surgeon.  Also understand that surgeons, even oculoplastic surgeons come in a variety of flavors.  There is no substitute for having a consultation with a number of surgeons and see who makes sense to you.  Do not just make a decision based on credentials.  For example, no one institution has a lock on best training.  So (not to pick on a particular institution) don't convince yourself that someone must be good because they attended a particular ivy league school.  Study their website and think about the quality of the consultation.  Make a list of pro's and con's to help you make a decision.

For best results I highly recommend removing both excess
skin and fatty tissue.

I have lectured nationally and internationally on endoscopic surgery. When addressing the upper eyelids you have to eventuate not only the upper eyelid skin but also the level, if any, of brow droopiness. When I lecture to plastic surgeons I use pictures from magazines like Vogue. I utilize the pictures of the models to demonstrate what a youthful upper eyelid is. If the brows are drooping then the patient needs an endoscopic brow lift. I helped to pioneer this surgery over 22 years ago and I've been told that I am one of the most experienced surgeons in the country performing this operation. Endoscopic means small incisions are used to preform the surgery. A TV camera is inserted and the surgery is preformed while watching a flat screen television. If if you look at the models in a magazine like Vogue, you will notice that what make the lower eyelids youthful is a high eyelid cheek junction and full high cheeks. (Please refer to the accompany video). As we get older the cheeks droop and or deflate. The high check fullness goes away and the eyelid cheek junction drops. When you are young (like you) this can be corrected with an endoscopic cheek lift. I helped to pioneer the endoscopic cheek lift over 22 years ago. This operation lifts the cheeks through a lower eyelid incision. This is the same incision that is used to remove fat from the lower eyelid. If you look at the accompany video you will notice patients before and after pictures. There after pictures resemble the models that you see in the Vogue magazines. When patients get older and loose fat in their cheeks then fat injections is beneficial in addition to performing a cheek lift. I am located in Tampa Florida.
